The nose on the front fender is something I haven’t seen on a Raleigh yet, but the Brooks leather saddle speaks for Raleigh.
The vintage Dutch bikes typically had mattress saddles, not leather Brooks. Rod operated drum brakes. I believe the machines used to make the old Raleighs all got sold to the Indian ‘Atlas’

I got a 29 Raleigh Dawn Safety (99% sure- hard to find much info).
Similar look other than the front fender, with front Dyno (still works)….similar, but I’m missing a few pieces, but nothing is preventing the comfy upright ride. Sometimes gotta Fred Flintstone stops, rod brakes and all, but it was designed to be able to sit flat feet on the ground.

I looked up the image using Google Lens. The bike itself didn’t return any results but prices to license the photo cost more than the bike itself.
