The item is part of the seat post locking mechanism. Seat post is the other part.
It happens your concern is well-founded. That is not right. There should be a normal type hex nut nestling down on a washer at the bottom of the hex-shaped recess in the black plastic part.
As you state, only luck has stopped the rest of it dropping off. Therefore, the missing nut should be replaced promptly. My guess is that the size/type matches that of the nut at the back of the assembly.
Looking at my own Brommie, I think the method of tightening the replacement nut, would be to use the black plastic collar itself as the spanner (wrench) to draw the nut down and in…. as tight as can be done by the fingers. I also suggest you use a spot of thread-locker fluid, say, Loctite Blue, to stop it happening again.
