I purchased an XS Gen 1 Grail recently – the specs say that it’s supposed to ship with 650 x 40 mm tires. After receiving it I’m noticing it actually says 650 x 38b. Have they been shipped with the wrong tires or am I just reading things wrong?

Yea. You got slightly narrower tires. But depending on where you’re riding, it may not make enough difference.
The default tires are meh anyways. Change them out for something better as soon as you can, and you’ll have a more pleasant ride both on and off road.
40-584 (ETRTO) is the same as 27.5“×1.5“ (Inches) and 650×38B (French).
Your Tyre should measure somewhere between 38 and 40mm. Sometimes, ETRTO has different mm values than French notation for the exact same tyre.
Just stick to ETRTO, it’s the most modern standard. The whole French thing with the letters like 700C and 650B is so confusing and archaic …
Even [Schwalbe themselves](https://www.schwalbe.com/en/technology-faq/tire-sizes/) mix it up lol.
Every bike manufacturer has something written about them substituting components. It happens. At least it’s tires. Go wear em out, and put on what you want.
The Gen 1 Grail comes with 650 tires in XS frame size. It states it in the description
