I mean I’d probably put it in the basket, but front wheel panniers exist so I think you’ll be okay.
Probably not an ideal location but provided the mount is secured should be ok. Personally I would rotate the mount so the lock inserts down into it and the long edge of the U is then parallel to the fork. It’ll help gravity assist the mount in holding on to the lock, and also reduce the risk of the lock going right into the spokes and fucking your day up if the mount does happen to slip.
