And confirm as correct the minutes of the meeting held on the 5th of February I can thank you very much there have been no questions received from the public as I understand it Jamie corre and I have no items of urgent business that I’m aware of no so we uh in which

Case I shall move to item six on the agenda uh which is titled better places program colon Amada way um no um we’ve been joined today by uh Paul Barnard who’s the service director for strategic planning and infrastructure uh Martin Iver who’s the Regeneration and placemaking manager

They’re both here to bail us out if we get stuck uh and also here very welcome uh a engagement is Ian counselor Ian tuffin who you’ll remember from a couple of weeks ago uh gave us um the uh a report on the deliberations of a scrutiny panel that looked into the

Items that we’re considering today and one of the things that we’ll be doing today is uh responding to uh those deliberations so um without further further Ado I’m going to go straight into my introduction if that’s all right um could I also welcome sorry I do need

To welcome uh Steve Hughes City Center manager Nigel godfroy chair of the city center company who’ve uh been keeping a close eye on this project for quite some time I think it’s fair to say um and it’s good to see you gentleman here so we are here At Last I think uh

Today we are going to consider whether to approve the final plans for Amada way following the recent let’s talk Amada way consultation and the consideration of the plans by the growth and infrastructure overview and scrutiny committee we have a vision for the city center uh a vision of a vibrant Regional

Shopping area with many more homes more shops lots of new things to do and despite the efforts of some our ambition remains undiminished and what is that ambition well we want to reimagine our city center collaborating with national Partners including we have England uh and historic England and the

Environment agency and others to bring forward one of the most ambitious regeneration programs since the war we want to transform the city center to create a modern vibrant and mixed use destination with a new community living at its heart creating a town within a city now we’re well wor well vered in

Developing a variety of long-term Strategic investment Frameworks with funders over the last decade and we’ve pioneered some nationally significant work with the local Enterprise partnership Arts Council England the national lottery and the transforming cities fund and the Revival of the city center has already begun we have 1.1 billion pounds of investment

Potential in the pipeline with significant investment of having already been made and that’s where our investment as a city council comes in we are investing tens of millions of pounds into upgrading the tired and outdated public realm this will encourage others to invest when they see the quality of what

We plan to to deliver now when we launched the consultation and engagement on the 17th of October yes it was only on the 17th of October last year we wanted our new scheme to do several things we wanted it to recapture the scale and grunger of

Aada way we wanted it to include more trees and Greenery we wanted it to include a huge and exciting new destination play Village for we wanted to help wildlife and nature we wanted to be water smart we want to improve safety for all especially for women and young girls we

Want to have more places to sit to relax and to eat we want to include a new cycling path for people of all abilities and have plenty of popup spaces for retail for arts for culture and for ENT entertainment now I think our final plans have done all of that I think the

Changes arising from the consultation and the recommendations from scrutiny have made our proposals even stronger now I said at scrutiny that the city centers of England are going through very challenging times right now and that requires a credible response from those of us who are elected by the

People of Plymouth to make decisions our Unique city center deserves the best the best for people who live and work in Plymouth right now as well as for future generations to come so let me at this stage throw it open to contributions from other members of the cabinet do you mind

That thank you leader um I just recap a bit so at our meeting on the 5th of February I set out in some detail the thoroughness of the let’s talk armad away engagement and I explained our various forms of Engagement and the robust publicity plan we had developed

To ensure that as many people were aware of the proposals as possible and had the opportunity to have their say the chair of the growth and infrastructure overview and scrutiny committee having received extensive evidence describ the predecision scrutiny as an example of best practice our Administration has bent

Over backwards to ensure that the armad way proposals which we have developed have been consulted on in a thorough and transparent way using specialist external consultation and engagement experts to do so one of the first things we looked at was the feedback that had been given in the previous engagement exercises we

Listened listened and took on board previous views and whilst we made it clear that this was not a vote nor a referendum we wanted to present a bold new plan to revitalize our mod way and leader I want to say how excited I am by this scheme it represents not only our

Aspirations for enhancing the quality of the P public realm in the city but also as you have said The Wider Vision that we have for creating a truly transformed modern thriving City Center and in my view the people of Plymouth deserve nothing less I think the play Village

Will be seen as Innovative inspiring inclusive design which families and young people can enjoy and this will bring footfall into the city center and add to the vibrancy of the area and also a recent report um looking at children and play spaces said that their opportunities to play outside have

Diminished over the past decades and This brilliant project goes some way towards addressing this for our children in the city we’ve Incorporated more trees and Greenery you’ll hear more about that more recreational space and improved Pathways for walking and cycling and many many other benefits for

Me one of the key messages of the consultation was get on with it not just to deliver anything but to deliver a scheme that was supported through the consultation thank you leader thank you thank you very much indeed Jima anyone else want to say anything councelor

Koka thank you leader uh for my area omad way is about sustainable transport omad way is about improving cycling and walking infrastructure and aad way is about climate change and helping to reduce our carbon emissions this scheme will provide a new cycle path which will cater for cyclists

Of all abilities and standards to deliver a one-step change in sustainable connectivity the psychopath was a contested area at let’s talk Amad away consultation and as shown in our in our brief in papers on page 91 we agreed with some further changes to the design especially points numbers

Four five six and seven in response to those concerns I must point out that this scheme meets the latest department for transport design standards known as ltn 120 but more crucially has the support of of active TR travel England the government’s executive agency responsible for walking and cycling in

England as well as the national sustainable transport charity sust strands a total of just over 4 million of transforming City’s fund Grant is to be put into the Amada Way project to achieve the sustainable transport outcome s these sustainable transport measures will help us achieve our existing commitments in strategic

Objective three of The Joint local plan which relates to concerning the delivery of growth in the city center the prision of improvements to the city center in policy plyy six will also enable a foundation to be laid for an incred inedibly exciting expansion of City Center living with more people living

And working in the city center foot for for businesses will increase and vacant and historic buildings will be repurposed as the leader has said in his opening remarks not only will this reinforce the city center as a commercial center but it will help transform it into a cultural t tourist

And residential destination thank you chair thank you very much indeed Mark any other contributions s Hayden uh thank you leader I wanted to briefly comment on the safety aspect of the scheme which I know has been discussed extremely with the police and the City Center company in the past we

Know there have been very very serious incidents in the city center including serious sexual assaults against women and young girls because of the wide tree canopies these incidents often could not be seen by CCTV cameras in paragraph 9.33 to 9.35 on page 80 of the report sets out

The response to the consultation on lighting and CCTV matters I welcome the response to support the enhanced lighting which will support the nighttime economy and make people feel less vulnerable the violence against women and young girls reports significantly highlighted the issues of personal safety in the city center so I welcome

The Improvement lighting and the enhanced CCTV camage camera coverage which will be a massive Improvement to the area these these improvements in include clear stream trees to allow un obstacle views across thead way something I know the leader and the business Community significantly requested from you raised tree canopies highlights Heights to

Improve the CCTV sight lines and low level under planting and low Hedges to reduce the areas of concealment thank you thank you very much indeed um Su Creswell uh thank thank you leader um I just wanted to say that I think the new play Village is an incredibly exciting

Part of the AR mway proposals and support for it during the let Toom arway consult consultation and engagement is very welcome and just quoting here from the um from the report um where it actually says about the huge play Village for families it says the play

Village will be a full of spaces and opportunities to run to Splash to balance to swing to climb to actually relax and sit for children of all ages and their carers and parents to enjoy and I think that makes the point of it being so very very inclusive and we know

How important that physical activity is for children’s health for their mental health and their physical health and developing the necessary physical activity that they need in order to become rounded um grown-ups um I know how extensive the efforts were made during the consultation to actually engage with young people so that their

Voice could actually be heard and a lot of young people use the city center and so having a much more attractive place will also greatly benefit City Center businesses as well the flexible spaces proposed and the design were also supported and provide places for young people to socialize while the popups

Spaces also provide opportunities for some outdoor music art and informal Recreation as well as all that jumping and balancing and swimming and splashing about as well but if I could return specifically to the play Village I’m really pleased to see that the charity Mak space for girls have been approached

To provide an input into the detailed design of player equipment so as to make sure that this is a really and truly in inclusive space and I am really excited to um see this going ahead so thank you very much leader Sally thank you um

Sudan um I think I’ll just carry on from Sally’s theme really I mean part of um the portfolio I have is active to thrive so it’s about having people who can walk and use activities within the city center I mean as we diversify and get more people living in the city center

We’ve got a diagnostic center I just think it’s going to give just another dimension to what you can do when you come into the city center how many times do we see people in the summer particularly wombling around with a family and children thinking what can

I go do where can I go and I know there isn’t going to be a gym for grown-ups but I am looking forward to city center yoga classes in those flexible spaces and all the hubs and all the Leisure because actually that’s what you want the city center you want it to be

Vibrant and you want people to enjoy it and we giv people that space thank you um Chris py uh thank you leader um and before I get on to talking about what I really want to talk about which is housing um I think Council tuffin and I have the real

Honor of representing the current residents in the city center I know he’s here from absolutely perspective so I’m going to beg your Indulgence as a ward counselor to say how important this is for the people who already live in the city center people who do feel that it

Can be unsafe to go out at night people who do feel that although there are some bus routes they don’t have the same access to some of the the transports that other people do have because they live without cars here we are having Solutions to some of those issues that

Our own residents already face and we’re doing it in a way that is turbocharged for the future and play is important not just for those residents in the city center leader you’ll be familiar with house Street lose Street Stillman Palace voxal not Street where are their local play

Spaces parents tell me that Bowmont Park teets Hill and West h West ho are really just that bit far for a quick pop out to play when I first moved into my flat two boys in the bottom floor I’d given one of them an award at a football thing

Said you’re a counselor why can’t we have somewhere to play it’s not fair the friends at our schools do have this scheme is going to provide a local play space for children who live not in the city center in the future but around the edges of the city center now

And that I think is really important leader because we do have an ambition as a city to provide play anyway as a world counselor I think this is really good it’ll provide immunity space that is much needed for my and Ian’s residents but on top of that housing is

A top priority for our Administration and for the city we need to build the right homes in the right place at the right price and create great places to live in order that our citizens Thrive we can’t just gobble up more green space and we have limited Brownfield sites So today we’re

Talking about the Strategic infrastructure investment needed to enable the creation of a new town in the city center saving green spaces and providing better for people lead it’s what we’ve been doing for our award-winning plan for homes where we’ve seen a step change in delivery over the last nine years we’ve delivered

7,581 homes of which 1,980 are affordable innovation has been part of that program whether that’s estate regeneration housing for service veterans passive house projects Extra Care rent Plus specialist homes community-led living or us building our first houses for the first time in 40 years as we look forward to plan for

Homes for little preview it’s coming up at March cabinet um we need to be more Innovative and more radical in meeting the Housing Solutions that we need today because we Face an unprecedented housing crisis our Innovation and track record of delivery now needs to reach a new

Level if we’re to reimagine our city center and provide for the housing needs of today and tomorrow new housing choices need to be part of our regeneration of our city center and its successful placemaking so we need to plan carefully and create the market for City Center living in a way that hasn’t

Been achieved in the last 80 years and one of the hardships of the ABAC crumbi plan is we stripped residents from our city center this is the start of us putting them back in so our vision is for that town in the city center a mix of housing tenures and

Prices to create a new community for people of all ages leader earlier this month we hosted the CIA management teams from home homes England and and the department for leveling up housing and communities I’m sure you’ll agree with me that these are tough relationships to

Develop and I think hats off to all of our officers who’ve worked so hard to get us to the point where we’re not only sitting around the table but we’re talking about a strong partnership to unlock St sites and create investment from so many people leader this is

Really important and we need to continue continue to build these Partnerships to make them actually come over the line because they will be what makes the city center sing this is an exciting incredible agenda that will’ll see thousands of homes provided and the people who live in these homes will need

The sustainable transport options that councelor Koke has just told about the facilities in the play Village that councelor creswell’s just talked about and the broader facilities and Dem that our new AR way will give us thank you leader thank you very much indeed Chris um both in your cabinet member guys and

In your local World counselor guys um so make for everybody as we’ve been saying right uh let me see who oh Mary aspal thank you leader I’m pleased to see how much detailed consideration there’s been given to the development of the new scheme from arada way to accessibility and disability issues I

Know the Armada way design team have engaged extensively with padan and other groups from a cons over a considerable period of time to ensure the spaces are created are accessible to people in a way that frankly the current Amad way landscape isn’t in fact much of Amad way

Is inaccessible to people with various visual physical impairments and is this is why it needs to be modernized to meet the needs of today’s people I’m pleased to see that provision is made for inclusive and sense replay and that the consideration of children with disabilities has been carefully thought

Through and into the selection of the play equipment and the really exciting new play Village chair I note on page 82 that this extensive of this extensive report that issues regarding disabilities came up in let’s talk onar away in that consultation issues such as appropriate surfacing for people in

Wheelchairs and other disability matters have been raised and I’m pleased to see the positive responses to those issues also raised on page 82 lastly if I may lead a comment on the scrutiny committee’s recommendation regarding Braille on the plaes below the trees as I asked councilor toughen this

Our meeting on the 5th of February when he presented the recommendations of the growth and infrastructure overview and scrutiny committee this suggest this suggestion did not reflect a wider concerned about the scheme’s accessibility it is for that reason I support the response on page 97 to this

Recommendation only 7% of people who are registered blind or partially cited can use braille so the suggestion that a Yamada way design team continue to work with padan and C Solutions throughout the implementation phase of the final design on the details for the plaes is very welcome thank you leader thanks well said

Mary um C yes uh celor Tom brale please thank you leader um so last May um we’ll all remember that the nude labor Administration inherited what can only be described as a mess in the city center and a council with a disappointingly damaged environmental reputation councilor Evans as promised immediately withdrew the previous

Leader’s decision and set to work on a vision for a reinvigorated Amad way he asked officers to try to incorporate the remaining trees and we also spent a lot of time considering what had already been said by the public on environmental factors more widely nature renewable energy climate resilience were key

Priorities in the new design that we published in October it proposed 202 trees compared to the 13 that existed in Amada way before carefully selected by experts to be the right tree in the right place but also um for the additional trees to be planted at Heights of

Between 3.5 to 8 m for immediate canopy cover and environmental benefits we enhance provision for wildlife through shrubs wild flowers and Reed beds as well as bee hotels and bird boxes we carried over the sustainable Urban drainage system which will be essential for the city Center’s adaptation to the

Realities of climate change but we also added solar panel canopies to generate much of the clean electricity needed to power its clever irrigation of the trees however we also wanted the public to have their say on these changes and truly inform that Design This culminated in the independently run six- we

Consultation that’s already been mentioned mentioned let’s talk Amad away in that 871 respondents said it would make the city A Greener place I appreciated the time spent by local community groups like Plymouth tree people and Food Plymouth who responded to the scheme in detail particularly around tree selection underplanting and

Greening the gray several of their ideas have been incorporated into the final design as part of our 10 post consultation changes including increasing ing the diversity of tree species and the area of accessible Green Space we also welcome the suggestion by residents of a water bottle refill station which I hope May reduce

Littering of single used plastic bottles once again I’d like to thank all residents groups and businesses for their constructive contributions that will shape our city center for decades to come it’s fair to say the translocation like the cycopath for instance was a DI a divisive Topic in the consultation some were against any

Trees being relocated whilst others understood the rationale the difficult reality is that it would have been impossible to please everyone with these contrasting perspectives but what we stried to do was to reach a balanced compromise having reviewed the issue once again we felt we could make some further

Adjustments to keep a further two trees in situ without compromising other important objectives so just to recap there are 39 original trees remaining in Amad way of which the previous administration had still earmarked 20 for felling before the injunction was placed instead we’ve stopped that felling we’ve Incorporated a further 15

In our design and reduced the number to be translocated locally from six to just four four out of 39 any that fail within a 5year period will now be replaced on a 1:5 ratio although I don’t have a magic one to turn back the clock I believe this

Compromise more than delivers the spirit of what many members of the public passionately requested of the previous administration to retain the vast majority of trees let alone and I quote to incorporate a bit more of what we already have close quote but it’s not just me saying this

This Amad way scheme has gone through an environmental impact assessment screening report and has been evaluated under the council’s new CL climate impact assessment to explore how it aligns with eight nature and decarbonization priorities as you will see from the admittedly extensive list of appendices it has had an aricultural

Impact assessment a habitat regulation assessment a preliminary ecological assessment a biodiversity net gain assessment and an ltn 120 assessment read alongside the cabinet report I think this pack truly shows that there are wide ranging environmental benefits in delivering the proposed improvements to our M way rather than leaving the

City center as it is now not only have we listened to what people said previously and the feedback from the new consultation and the recommendations made by cross party counselors at scrutiny we have made changes as a result which have improved the sustainability of the final design but

It is now time to deliver that major investment which our city center desperately needs whilst looking after our environment a cycle path that encourages sustainable travel solar canopies that will de demonstrate renewable energy and action to thousands of Shoppers a drainage system that will help to reduce pollution from Storm

Overflows diverse habitats for wildlife and a couple hundred carefully chosen trees thank you leader um well thank you very much for that eloquent summary of got uh what negotiations and discussions in been going on um before we move to bring in the officers I just wanted councelor Lori to have a a chance

To have a say because he um he’s our cabinet member with responsibility for the city center so he he has to face down and face up to a number of things that happen in the city center as well as being our a Cabinet member for finance so Mark have you got any

Observations I think what I would like to say is um is thank you really because because as you’ve heard today and can see by the considerable amount of paperwork we have front in front of us at the moment a lot of hard work but a

Lot of people has been put into this to get us to where they to get us to where we are and I’m I’m of the view this is a Do or Die moment for our city center we’ve do what we’ve said in this pack for the reasons each and everyone has

Said today or that investment doesn’t happen those jobs don’t happen our city center struggles further like many across the country so we’ need to make this investment and that’s where I come in really working with other colleagues on the cabinet and with strategic D director for um Place making that we

Look carefully at the cost because yes it is a great scheme and it’s one that we’ve presented with and ke and the scrutiny panel were advised of the C cost but I just wanted to assure you that those costs set up at that stage were very broad brush costs you know

Worst case scenario and I know working with officers at the moment a lot of work is being done into ensure we get those cost as um minimal as possible but make sure we keep sufficient contingency for events that may happen because we’ve already seen in our city center um sadly

Those who did the work many many years ago left some voids and some hes and some services that weren’t properly addressed which obviously puts additional cost on the project so I welcome the recommendation from the scrutiny panel in respect of number five which talks about confirming all the

Necessary steps are in place to ensure that the final construction costs for the approval of the modway design are brought back to a subsequent meeting for us to review and for us to approve it so some further work needs to be done there and as you said I’ve got responsibility

For the city center and I sit on the city center company board as a consequence of that and I’m pleased to see my colleagues are here today but just to reassure you they are incredibly supportive of this scheme and that board represents the businesses that already

Exist in our city and their message to us is clear get on with it okay enough okay get on with it and equally of course we’ll be very mindful in the manner in which we do get on with it because we’ve seen the considerable disruption already in our city center

And we need to be very mindful that those business need to trade and make money whilst we’re doing this work so we need to phase it in such a manner that we keep that disruption not only to those businesses but to the visitors to the people who live there and to the

People who visit our city center to an absolute minimum so I can assure you that I will be working with colleagues on cabinet and with um the offic core team to ensure that we keep the cost to a minimum we’re at all practicable provide value for money for the taxpayer

Um but equally give the reassurance to the business Community those who want to invest in our city center and there are people and it needs it so they need to see us put our our best foot forward and deliver on behalf of the city center so

I’m delighted we got to this stage and I once again thank everybody for their considerable hard work and I look forward to taking this project forward collectively on your behalf thank you leader uh thank you very much indeed and I’m sure that you know those words of

Yours Mark will you know be a a relief to many of our traders in the city center who who’ve uh um through nothing thought of their own found times really tough um and uh we don’t want to cause them any more pain uh going forward than they’ve already had to deal with that’s

For sure now you mentioned um uh aror cultural report I think Seas if for me to say it’s not that easy for me to say actually um but there’s a a massive report here Paul um Paul barard who are introduced earlier on um we’ve got this uh impact assessment report here is

Standing proudly on its own actually uh numbered separately um is there I mean I think I lost count of how many pages was in here but I think it’s going on for 700 not in this bit this is only uh is only 60 OD uh but I mean I think if you

Wanted you know if you were all in a competition for the most thorough thoroughly U appendix project that the council has run in recent Years it’ be hard push to beat this one I have to say um but um is there anything that you want to particularly draw to our

Attention or Martin uh before we get into decision making process of the meeting no it was only to draw your attention mentioned to that um to follow appendix appendix n the aror cultural impact assessment and that um uh is obviously part of your pack for uh your decisions today it’s in draft form

Because it’s finalized when the scheme itself is finalized and obviously councelor um Larry has set out the uh the basis of moving forward so just to make sure that uh cabinet were aware that there was that supplementary pack that has been uh published just to be clear all of the

Documents that including the one you’ve just referred to all of this 700 glorious pages is on the council’s uh website and available for anybody to look at at any time and it’ll be there for a while and there is obviously the Amway um specific web pages as

Well I think we’ve given that um you know as much exposure as as we possibly can ws and all I’d say actually and uh we’re we’re we’re actually going to be um looking now at a series of recommendations there were some adjustments made members had sort of

Referred to some of the uh changes that we like we have officers and us have worked together on in terms of changes to the scrutiny uh original recommendations most of which we we were very happy with but there were one or two that as you might have heard and as

We’ve going through that that we needed to change slightly um but I I wondered um from uh for getting to the recommendations whether Ian I mean you you came here and gave a good account to the scrutiny panels um diligent work um in terms of what we’ve put before people today

Um um what’s your feelings about about what we’re about to do I I think I’d like to start by thanking each each Cabinet member because all those positive points that were made today um reflected how much work’s gone into it from each individual member so from a scrutiny

Perspective I think that’s as a um leads me to uh realize that our recommendations were taken extremely serious and were debated and considered so I would thank each and every Cabinet member for that but if I may I would like to thank officers because as you

Rightly said it it was um from a SC scrutiny perspective the report actually made our life really quite easy because every point that you would want the scrutin I was covered in that report so I think really need to thank all the officers everyone within the council for what is an amazing

Complex job I mean it’s not easy to look at every aspect so um from scrutiny perspective I think it’s right and proper that we thank everyone involved in that and if I may step aside from my scrutiny position because I am a local counselor has been pointed out and I

Think you know members of the public that approach me they’ve reached the point where they say well the retail sector’s been um waiting for a change everyone’s waiting for a change just get on with it and that seems to be the Public’s perspective at this point um

You know a different time with different information they made have felt different but think at this point it seems to be that the retail sector’s been so patient the public have been so so patient and the the the people that we represent have been quite patient so I think

Um what comes across is we need to move it forward now and it is a complex um situation and some people who are on the negative side of things seem to look for very simple responses to what is an investment of many millions of pounds many hundreds of hours work so i’ I’d

Say from a coun from a local counsel’s perspective I’m excited I’m looking forward to it I look forward to the day when we see all those children in the play area we see all the members all the new jobs created you know that families can improve their lives because jobs

Have been created by by this scheme and this together with a lot of things that the council seem to be looking at quite recently seems to be coming together of a really positive period so although as a scrutineer I I have to all you to account um there’s another side of that

Of how exciting it is to be just a small part of this this Council moving forward doing all the positive things that Plymouth need Plymouth want and Plymouth are looking forward to thank you well said Ian I I think it’s really important to recognize that the scrutiny

Panel played a really important part in making this scheme better um in fact all the steps um that have been taken to to make this scheme the best we can make it um you know and as part of the the finalization process there will be there will be um

Discussions and debates uh I am sure as we seek to get less value for the scheme uh it’s really important that we we do that but I think you know that where we are now is it’s time time to do um as you said and um so I’ve got a

I’ve got the pleasure now of trying to bring all of this sort of stuff together really um I um I wanted a add my thanks and the thanks on behalf of the cabinet to the scrutiny team and the scrutiny panel uh but also uh the two gentlemen here

Martin and Paul who’ve been in more meetings with us than they probably ever desired if I’m honest Anthony as well of course has been there all the way through as well and it’s been you know it’s been like a very long road I’ve been I’ve been in more meetings about

They are significant so the the the recommend the first of the recommendation uh ask us to note the results of the let’s talk Amada way consultation um if that’s all right with you is that agreed thank you very much recommendation two asks us to formally agree the 10 changes that we have made

Made to the scheme that was consulted on which is set out in paragraph 10.1 on page 91 um and you’ll have seen those uh I don’t intend to go through each and every one of those because you’ve had the paperwork but can I ask that you formally agree those changes please all

Those in favor thank you very much that’s unanimous recommendation three um ask us to formally agree our response as a Cabinet to the recommendations made by the scrutiny committee which set out on pages 95 to 97 of the documents okay is that agreed all those in favor please show that

Agreed thank you and then recommendation four asks us to formally agree the final Amway scheme design is that agreed pleasure marvelous recommendation five uh directs the Strategic director for place to take all necessary steps to confirm a final construction cost for the approved amand way design and to report back at a subsequent
