Yes, you could replace those pads with nicer road pads. Kool Stop makes quality replacement pads.

I’m a fan of Shimano cartridge pads that slot into an aluminium pad holder, once you have them set up they are easy to replace and AFAIK the pads can be a softer compound because of the mount.
