Bought this for cheap for a budget build because my initial plans involved 10-speed Tiagra, but now a buddy of mine managed to source me a pair of lightly used 9-speed Sora shifters and derailleurs. Will this still be usable?

Yes you can.

You’re good. Crankset and front derailleur can work, up or down a size, up to 11 speed systems. It’s rear derailleur, cassette, chain, and shifters that have to all match.
