It’s looks like a problem with the paint. Maybe a hair in your paint.
Doesn’t look like a crack. It looks like a little bit of undercut from the tig weld or looking at it closer they might have grind the weld down. Can’t tell for sure from the picture. You would have to remove the paint to see it better
