Bought an old mountainbike and it’s got this for shifting the rear derailleur. The friction mode on it works alright, but I can’t find anything on how to adjust the indexed shifting. Also, it looks a bit worse for wear on the inside. Any tips?

What do you mean? There is no adjustment to be done here; If it clicks through the indexed gears, then it is working.
Any adjustment in cable tension will be done on barrel adjusters on the RD or inline.
I had these on a thrift store bike. The older they get the plastic gets brittle. I ended up getting NOS Shimano SIS shifters off eBay for like $15. These are not really that serviceable so you can lube as best you can and run in friction or replace.
that is not a serviceable part. sad, but that’s the reality of a shimano and sram dominated bike industry.
