It’s not uncommon on those very cheap suspension seat posts.
It’s unlikely to be serviceable in my experience but you can always see if you can loosen the collar in order to access the internals but honestly it’s not even worth the effort imo.
Just check the collar is tight if it is i would just ride it as is or replace with a standard fixed seat post.
