Did it just have one front chain ring or something?
What are these other two things? I’m assuming they all work together for some purpose.

Were there downtube shifters that only needed one braze on?
I had a similar Peugeot. They were built to be five or ten speed. There is only one braze on and the other was clamped on. You can buy NOS replacements made by Huret:
