You should have one on top but you can buy super skinny ones and get a few mm of rise.
You can take that one on top of the stem and put it below the stem. Looks to be somewhere around 20mm. Odds are your cables and or hoses will have plenty of length.
Theoretically anyway, you want the top of the steerer to be a bit below the top of the stem
