At first I thought, of course those are rack/fender mounts, but when I zoomed in it doesn’t look like they’re threaded? I’ve never seen mounts like this that weren’t threaded. What frame is this?

Paragon makes similar dropouts.
Anyway yes it they are fender and rack mounts, they were not properly masked when the frame was painted or powder coated.
You should chase them before attempting to put bolts in them as overspray can lead to stripped threads.
