Stiff link, have you reinstalled the chain by removing a pin lately? And you should totally put chain lube and come back with updates

Maybe start there. Those are stuff links
You’ve got a couple of links where they’re not rotating around the pins correctly. You can literally see them not flowing around the jockey wheels correctly.
1. Turn the pedals backwards to find them, by watching the jockey wheels and mark the stiff links with a sharpie
2. Lubricate the whole chain, by dropping a small dot of chain lube on each and every rivet on the chain.
3. Work the lube into the rollers by pedalling backwards for a while
4. Look again at the marked links, to see if they’re now behaving, if not, try to work them loose with your hand
5. If (4) doesn’t work, use a chain-splitter to move the rivets slightly back and forth, then test again
6. If (5) doesn’t work, replace the chain.
lube and pedaling forward instead of backwards might be options to consider.
That chain is drier than Ghandi’s flip flop.
Love how in the clip the links don’t move and you are saying that there is no oil and it stayed that way for the winter:))
