It is possible that either the frame threads or the bolt has stripped now its stuck, I have been successful before by wedging a small flathead in between and slowly turning the screw until it catches any material and can be screwed out.

the “bolts” are probable fine but the threaded “rivnut” has likely come loose from the frame. It could be that the rivnut/bolt is threaded but that’s less likely.
Try tightening it down hard. You might be able to reset the insert in the frame, then loosen the screw.

If drilling out and installing a new rivnut is beyond the tools and knowledge you currently possess, search “bottle holder for frames without mounting holes” you’ll find many options. I’ve used the SKS bottle mount on my frame.

Rivnut’s loose. Probably needs to be drilled out and replaced. I’d recommend going to an LBS and having them fix it.
