I suspect the valve is interfering with the tire seating properly. Let some air out, the push the valve up into the rim to “unstick” the tube from under the bead of the tire.

Looks like a bit of inner tube is pinched between the tire and the rim or something else is stopping the tire from sitting where it should be. Should be an easy fix if you just deflate the tire a bit and look at what’s going on.
Also what spoke lacing pattern is that?! Looks ‘interesting’.

No it’s not “safe”. This is an imminent blow out or worse tyre bead will roll off mid corner.BUT what everyone says, just needs the tube deflated, bead reset and reinflate
