Looks like it may spin and lock the wheel to the frame? Enabling you to roll the bike with the seatpost extended without risking the wheel falling out and the bike becoming unfolded.
Some people do this with Velcro straps around the main frame tube.
Hook to hold the wheel when folded. Allows you to pull the seat post and have the bike stay folded I think.
