Looks like its painted on. A sandblaster will do it if you don’t mind removing the paint.
Often times decals are applied before the clearcoat is sprayed, so unless you want to sand through the clearcoat to get to the decal you might be out of luck. Maybe you can just cover it with something else?
They are not decals. They are painted on
I was thinking it said shoenice for a second and had some major flashbacks to oldern times lol.
Maybe try some vinyl remover on a drill?
