My front shifter has 2 choices “H” and “L”. I’m in the process of replacing the front shifter cable and I noticed 3 gears on my chainring. Am I missing something? Are one of those rings not meant to be used or could I just adjust my derailleur for a third ring?

What is the front shifter even connected to? I don’t see a front derailleur.
That could be a friction shifter. You can set it somewhere in the middle between L and H to access the middle ring (if you had a front derailleur, that is…).
i have the exact same shifter, it’s a friction shifter, it’s meant to shift freely left and right and it’s not indexed to a specific 1-2-3 position
