  1. Impossible to tell from this. But could be your front derailleur limit screw that doesnt allow it to go further out.

  2. One question that needs to be asked… Are you pedaling while shifting? Your video appears to show the cable still under tension while you are trying to shift. If you’re not pedaling and the cable is still attached to the derailleur, the cable tension builds to a point where the lever can’t engage the final stop.

    Edit: disconnect the cable and run through the clicks or pedal and run through the clicks.

    There’s a pawl that snaps into place after you shift. It’s gummed up. I use brake cleaner, followed by pbblaster.
    Wiggle it back and forth till it frees up.
