I think the part you’re holding in the pic is part of #11 and shouldn’t have needed to be removed to take the stem off. Do you have a cap (#3) and a bolt (#2)? Or, maybe #2 and #3 are stuck to the top part of #11 and you’re holding all of them.
ETA: The part you’re holding is the top part of #11. On the instruction sheet, it shows that the top cap of the compression plug has flats and gets installed in a particular orientation and I see the start of a flat in your pic. Pull the stem up and try to install the top part of the compression plug back into the top of the fork. ~~Does the big compression plug bolt thread into the triangle? Looks like it might be the right size.~~
ETA2: u/I_Piccini is right…an illustration of the Trek Madone compression plug shows there’s a triangle wedge nut at the bottom. Hopefully it’s still in the steerer. You still need parts #2 and 3.

I think you may have made the same mistake I made the first time I removed the top cap. Try to flip the frame upside down, cause the bolt the top cap needs to be screwed into maybe has fallen inside your fork tube

Got it fixed! Took it to the bike mechanic at the Ironman transition area and they fixed it up. The compression plug had fallen down.

You should have a compression plug underneath there (or a similar proprietary fitting).
Given the urgency, I would either find a bike shop and get it sorted or try and rent a bike out…
