A friend sent me these photos. He’s looking for another set of pedals that will work with those cleats. I’m not familiar with roadie stuff. Look? Shimano? Something else?
They are Look PP396 and require Look Delta cleats.
There should be a yellow dial on the back. It has fallen off as they were prone to do.

LOOK Delta cleats (because somewhat triangular) which go with Look ARC (Anatomical Red Cleat) pedals.
But here’s the thing: it doesn’t make sense to hunt for pedals to match a pair of cheap cleats. New pedals will come with cleats anyway. The bulk of road cyclists go with LOOK Kéo or Shimano SPD-SL.
