LBS said this screw is stuck on the bottom plate of my Felt IA and ended up stripping it. The tech said he would need to cut off the plate and wasn’t sure how he’s would resecure it. Any ideas how to get the plate off and put it back on?

I would not let that tech touch my bike again and find a new bike shop. Should have never stripped it in the first place and his proposed solution is incredibly dumb.
You might be able to use a hammer to fit a slightly larger hex key in the stripped screw and remove it regularly. There should be enough of a screw left for that to work.
