It appears to be a tool for setting a part in the hose for hydraulic brakes. One would clamp the hose in the bottom and drive the little brass flared needle into the end with a mallet or something. They make more expensive tools for setting them but probably wouldn’t be worth it if you don’t do a lot of work on hydraulic brakes.
