First hit on ddg for “ortlieb fork mount”: https://www.ortlieb.com/usa_en/fork-pack
Those are ortliebs fork packs, not 100% if they sell the mounts separately. If you buy those bags the mounts come with them.
Tailfin do something similar as well, but cost more
