  1. Why does it look like your low limit screw is driven all the way in? To be clear your lowest gear in back is the largest cog.

    Release the cable tension and set your limit screws to make sure the derailleur will make through the high and low range by pushing on the derailleur without cable tension. Then connect the cable.

  2. Screwing IN the “L” limit screw prevents the derailleur from reaching the LARGER gears.

    I’m not sure if you realize this, but…

    Screwing in the Low limit screw LIMITS the inward movement of the derailleur.

    Screwing in the High limit screw LIMITS the outward movement of the derailleur.

    Try backing off the Low limit screw (by turning the screw counter-clockwise) to see if that solves your problem.

  4. Can you physically move the derailleur into the low gears? My guess is you’ve overdone the low limit screw and it’s blocking the travel into those gears. That or you’ve not set the cable tension correctly with the derailleur in the highest gear.

  5. 1. Never operate the shifter unless the crank is also turning and pulling the chain.

    2. You don’t provide enough information for us to give any meaningful advice. There have to be about 20 things done right for a bike to shift properly…it could be one of several things wrong. In your case, the most likely potential issues: cable too slack, low limit screw too far in. I have a feeling you incorrectly have brake cable housing instead of derailleur cable housing.
