I thought it could just be removing with the tool and turning anticlockwise but not giving. I understand the inner lockring with the two holes will reveal the bearings and allow me to take off part of the freewheel. What is the outer one in front of the first cog for? Have also briefly tried the tool in a vice to no success.

You already know the answer, you just need more force. Mount the tool in a vice and turn the wheel counter clockwise for all you’re worth.
Every pedal stroke makes freewheels get tighter on the hub. So tight, it often takes a 24″ long breaker bar and a cheater pipe to get them to come off. You need to put some muscle into it.
If you want to try the vice again, clamp the tool tight and turn the bus left. And when I say bus, imagine you’re trying to steer an actual 50 passenger bus with no power steering.
It helps to use the quick release to hold the turning nut tight against the freewheel when applying pressure.
