I believe the -1 degree headset adjuster on my stumpy evo comp was incorrectly installed, these gaps are allowing water and dust to get in after rides, and I’ve failed to fix it several times. Is there anything obvious I’m missing or a simple way to fix this? I can provide more photos if needed. Thanks

Looks like the top cap bolt hasn’t been preloaded.

Unless this bike has some proprietary stuff that makes it different.
Could be the tube is too long. When you loosen clamp, take the preload cap off, push down to sandwich everything, where is the stem? It should be below the top of stem by .10 or more to allow proper preload
Try what everyone else is saying. Sometimes when reinstalling bearings and cups, you have to wiggle and muscle it around to make sure everything is in place before tightening down.
Sometimes it looks in place but you realize afterwards that it’s not.
AFAIK It’s impossible for the headset cup to be installed incorrectly because it has flat sides that only go in one way
I think you’re missing a dust cap beneath the long spacer? Especially if headset preload feels like it’s ok
