Just saw the other picture, it’s Fked, if your frame is steel it could be welded, but you’ve obviously overloaded the rivets with whatever you have on the rack. Probably best to get a frame that’s more up to the task.

Ouch! I would still ride it temporarily with the rack unloaded. A failure in this location is pretty low risk.
I had a steel frame I bent back into shape. It snapped at the drive side chainstay/bottom bracket junction while I was riding. Aside from the frame being really wiggly, and having to walk it home, I was ok.
