Electric cars were never supposed to solve traffic, they are to replace ICE cars for those cagers who will/can not find an alternative. They are one part of a solution to the challenge of decarbonising personal transportation. Cycling infrastructure, public transportation are other tools in that same tool chest, and they also have benefits to the traffic problem.
