Indeed, it might be broken, or it might need to be re-set. If you can’t or don’t know how to do that yourself, you shouldn’t, just have someone that does do it. Setting the proper cable tension on these is somewhat tricky as it requires the shifter to be trimmed one position down from the most outward and lining up to hashmarks.
It could be that it just shifted down? There’s this tab on the frame with an elongated hole and it seems to be quite low on there. Might be a matter of just loosening that bolt and moving it back up?
Edit: it just having moved down would also explain the cable slack and the fact that it’s close to the pedal, as it’s closer to the bottom bracket where the pedals are more narrow…
Your kick could have: 1. Loosened the cable in the pinch bolt. Retighten the cable. 2. Bent the braze-on for the FD. Check to see if that’s aligned. If not, you may need a new a FD or a frame repair (bad). 3. You could have knocked the upper limiter screw out of whack or even stripped it. If the latter, you may need a new FD.
Derailleurs really don’t like to be left dirty like that.
