    Can you loosen the chain tensioner and see if it still happens? That chain looks super tight on there and it could just be tight spots as it goes around the chainring

    pull the wheel out of the bike and check that the axle turns freely. might need a cone nut adjustment and the lock nuts cinched down.

    Could have a rebuilt axle and it is in backwards causing the cone nuts for your bearings to tighten and lock up. Remember folks, all axles have a right and wrong war to install them. Solid and quick release axles will lock up if installed backwards, thru axles will just come apart(hard to put in backwards due to the driver, but can be done).
