About to fit a replacement Shimano BBR60 but noticed there’s no lube on the outer ring of the bearings cassette (A), yet there is all over the inside (B).
Should I add lube to A or just leave it as it’s? Bike is being ridden through winter and in very wet / snowy conditions, so I want to protect the bearings as much as possible.

A is the face of a plastic sleeve. You do not need to lube it, as it won’t protect anything and will attract dirt.
The only lube you need here is on the crankshaft itself. Apply a thin layer to the shaft where it contacts the bearings. This prevents corrosion from seizing the shaft to the bearings
Those are likely sealed. Only thing grease there will do is attract dirt. Light grease on threads and cranks at the point of bearing contact.
That’s a Shimano BB. You can’t really open it up to get grease in there. Other brands can be taken apart. Yours is already saturated with lube from the factory. Just install it and forget it. When it begins to wear, you’re just going to buy and install a new bb.
Shimano BBs are better sealed so they last longer than others, but they aren’t serviceable. I ruined the plastic covers trying to take them off.
So don’t add lube anywhere.
Only lube I’d add would be some grease to the threads before screwing into your frame.
Leave the factory “B” grease as-is and do not lube “A”
