Went to a bike shop who informed me that my hub body and axle is damaged and seized. Because the hub is carbon they recommend a wheel replacement rather than trying to fix the jam in the axle. I am paraphrasing their words.

I also spoke to my friend who I trust and he says the bike shop is wrong (in less polite verbiage) and that hubs are replaceable. However these are nearly 10 year old wheels and I wouldn’t know which hub model number to buy, nor would I know how to replace a hub. There aren’t any YouTube videos out there but I believe it’s theoretically possible

Just go to another bike shop.
The link for your hub says it is aluminium, not carbon. I’m not a road guy, but carbon seems like a terrible material to make hubs from, are you sure that’s what they are?
I can’t tell from the pics how knackered the hubs are, but replacing a ratchet, bearings, axle, end caps & freehub body doesn’t write off hub either.
In any case, hubs are replaceable & this wheelset is possibly one of the cases where it makes good sense, even if they are totally trashed (usually the hubs are the most expensive part of a wheel set, but yours are very fancy).
