I am building out a vintage cannondale with older style of zipp 404 speed weaponry tubular wheelset. This is my first bike with tubular tires. When searching for tires, I only see the size displaced as 28” instead of 700c. Is that common? Are 28” same as 700c (from looking around, it seems so). I want to make sure before I purchase Continental Competition Tubular 28” x 25 tires.

Yes, that’s a 700c.
Many are marked that way.

Couple of things, make you are equipping with carbon pads. Second, check your zipp hubs to make sure no outstanding recall action.
Looks like a beauty, bank when c’dale was actually made in North America.
Perplexingly, 700c, 28″ and 27″ all refer to the same tubular tire size.
