It sounds about right for 531 frame. They vary between 1.8-2,1 kg for frame, 600-800g for fork and seatpost between 25-27.2mm. I assume yours should be 2kg without the BB.
With a top group set you can make it between 8,5-10kg

About the norm, I have a Colnago with SL, Corbetta with SL, and two GIOS frames all in size 54 and they are all within 400g of 2.1kg

My ‘76 Trek frame, TX-500, 22-1/2”, Ishiwata 022 (with most of the paint stripped off) is 1.95 kg. Fork is o.76 kg.
