would like a good “ winter weather “ bike. At a good price.
I’m considering the LIV ( Giant) Devote Aluminum bike for )$1200 US

I also already own a nice carbon frame set see pic ABOVE ( on eBay thru LBS but no real interest )
my LBS said they could put together with cheap ( non Shimano) components but wasn’t sure if it had to be electric because of internal tubing set up.
Also tires are limited to 700 25c much thinner than Liv.
But LBS wants $2500+ and a month to do the work.
Something tells me I’m better off with LIV, components are ok and is Shimano.
I have a great summer bike so just looking to spend little as possible on sturdy simple bike for wet cold wind sand etc.

25c tires would be an absolute deal breaker for me. That alone makes it unsuitable as a winter bike. Then, you will also be paying twice as much for a bike half as good for your purposes. Honestly, I can’t help but question the ethics of your lbs for suggestions such a horrible, expensive, and inappropriate recommendation – and the price is ridiculous on top of that. $2500 just for them to install a cheap ass Microshift groupset? What?? I think you need a different bike shop.
Get the Liv.
Get fenders.
