My beloved and I just bought this gorgeous vintage tandem for touring and bikepacking! We want it to be practical and will add panniers and a front light, but were having a hard time finding tube bags that fit the frame. Any ideas or recommendations? Thanks! 😀

Find a local bag maker and get 4 custom bags to fill the holes in the frame! There are also bag makers that will get the measurements out of the photo – 0 effort for you with measuring:)
This bike looks like it deserves custom bags and you know it!
Beautiful bike!
Knowing more about your budget and riding goals would be helpful for narrowing things down, but a couple things come to mind regardless.
First thing that came to mind was that it is begging for some custom frame bags… this would be pricy, mind you, but could be well worth it and very cool!
Another to consider is your braking power. Two riders is already a lot of weight to bring to a stop… may or may not be important depending on the terrain you plan to ride and the stuff you plan to carry. Compressionless brake housing (along with making sure pads are doing their job) would be one of my first suggestions, if you haven’t done so already. Maybe other folks with more tandem experience than me can chime in about their tandem braking experience
