It’s just the spacers. They have a non-resistant black coating, and they will get surface rust.
Also, do you need those spacers?

Your bike is soaking wet and you’re asking us about rust? It’s not a concern but if you ride in the rain etc dry your ride off after to help avoid this

Some steel wool and Coca-Cola will take that right off. And if you really worried about it man you could pop off them spacers and hit him with a couple coat spray paint.

A lot of bmx parts are steel or cromolloy steel, and unless painted or zinced they’ll rust, it’s only surface rust in this instance, and it’s not a fault really as BMXs bikes aren’t necessarily meant to be ridden in the wet.

That’s no biggie. A good wipe with a paper towel will get most of that surface rust off. If it makes you feel any better, you can smear some bicycle grease across those washer and into the “gaps” between the washers.
Worst case scenario, if the rust gets super bad, it’ll cost less than a buck to replace the washers.
EDIT: And if it really bugs you, I believe they make aluminum washers for the cranks.
