The more common “power modulator” from shimano looks like an [inline cylinder just above the noodle](https://images.bike24.com/media/350/i/mb/fc/e5/7c/9123-00-d-15920.jpg) and contains a spring that compresses under braking. Its goal is to prevent the wheel from locking up (act like a sort of ABS) but generally makes the braking feel mushy and weak.
I am not familiar with that particular design but it looks like an adjustable version. I am only guessing here but it looks like the power is transferred from the black part to the brake arm by compressing a (coil?) spring. The little hex socket seems to adjust either the amount of preload on the spring or maybe how far it travels before bottoming out.
I would say try it out and see how the different setting feel.
