Need some help with my stem choice please. My fork comes up at 28.6mm but there is hardly any choice for stems and the one that’s on it now has a big rise on it. Am I doing something wrong?

Have you visited an LBS to check? 28.6 is oversized, I think most modern stems can be used here.
Bro, 28,6mm is the standard 1 1/8 inch steeter. Legit buy any stem on the market. It will fit. Although you of course need a spacer below or above it to fit the cap and tighten the bearings properly. But you’re good. If there’s a star nut in it, any stem will fit. Quill stems(older type with threaded fork steerers) have steerer tubes with weird diameters, but not ones that have the standard star nut system
You are going to need some spacers and a complete ahead claw. It doesn’t matter (technically) if you put the spacer above or under the stem. Take care too loosen the stem bolts before you adjust the bearing clearance over the claw.
The spacers/stem must be about 1 – 2 mm above the fork, so you can tighten the claw accordingly and adjust the clearance.
And maybe use the moment and grease the ball bearing of the headset (if theses are no sealed cartridge) or replace the headset completely…
You could also use your existing stem and flip it upside down with spacers underneath if you are just looking to replace because you don’t like the rise
28.6=1 1/8” that might help as you look for stems. You still need to figure out your bar clamp diameter though
1 1/8” stems are most common these days, so you have pretty much endless opportunity here.
If you have a bit of money you could get a new stem and handlebar of your liking for pretty cheap new off Amazoneee or Ali, MTB’S are going to 35mm handlebar so if you’re looking for a 28.8mm (fork tube) to 31.8mm (handlebar ) stems and 31.8mm handlebar they are getting ridiculously inexpensive, get some 5$ carbon spacer with it you’ll save oozles of weight. lol
