You need a much larger wrench. I typically use either a 15mm pedal wrench, when the pedal is made with wrench flats, or an Allen socket with a decent size socket wrench.
Trying to put something on that little Allen key, to make it have more leverage, will probably not work out well. You will likely either wind up the wrench, or it will round off in the pedal. They do not make the wrench many times stronger than it would ever need to be, if used without a “cheater bar” of some sort.

Always good to state the obvious too- that one of those pedals is reverse threaded…they still do that right?

A) grease the axle bolt before you put it in
B) get a real pedal wrench, this will give you more leverage

Set up the cranks so you can push down on the wrench with your body weight. It helps if you have bigger wrenches, like an Allen wrench socket on a rachet

My method… point the crank forward. Point the wrench forward. Stomp down sharply on the pedal. Should loosen the bolt.

I have tried this on my friend’s old bike and it worked using a short allen wrench like yours. Thanks to GPLama
if it doesn’t budge try putting a few drops of oil on the threads leave for a few minutes then try again. If that didn’t work you’ll need a longer wrench for better leverage.

Try placing the Allen closer tk perpendicular with the crank. Place you hand around the Allen and crank like a hand exerciser, maybe use both hands and squeeze them together. Some pedals don’t have a 15 mm set up. If you have a 1-2 ft metal pipe to slip over the Allen it would give you more leverage. They also sell pedal wrenches that are 6 mm with a longer formed handle. Then again if it is that tight you will need that breaker bar/pipe.

For pedals,I think it is 9mm in the back. But as others mentioned you probably want more leverage. For pedals I use my standard socket set for leverage versus my Alan keys. I had one friends bike that was so bad, years of neglect, did not pre-grease the pedal threads, dirt sand and grit, I ended up using an impact gun with a reducer to fit the hex socket. I adjust the torque on the gun but still the worst I’ve dealt with.

The peddle and crank have grafted together. If you do manage to get them apart, have a rag handy because they’re going to bleed like crazy

I also only have small wrench. I use a cheater bar. hollow tube from my car jack lever work perfectly.
I also made you drawing if you can’t get a cheater bar. Wedge something between the floor and tip of your wrench like picture and put your weight on the pedal.

Bigger wrench, or stick a piece of pipe over your current wrench to get more leverage. You can also try:
1) putting the wrench about 20 degrees out from the crank and then squeeze the wrench and crank together.
2) smack the wrench repeatedly with your palm. Basically a human powered impact wrench.
Whatever you do, make sure to grease the threads before reinstalling.
