It’s good practice to put the better condition tyre on the front of the bike. Having a front fail is not so good.
An aggressive off road tyre tyre will actually have less grip on tarmac due to less surface area. It will be suited to dirt and dig into it, providing grip. If they’re both brand new tyres, I’d actually be putting the smoother one on the front for tarmac traction (assuming he’s just riding on the road/foot path). If these are your two options, then definitely the new one at the front
He’ll be mainly riding tarmac and river trails, nothing too extreme yet. The smoother tire is used and was the front when he got the bike
