is this amount of lateral play normal (<1mm) ? this is a 9s Campagnolo Record rear derailleur, the bolt that secures the cage is all the way in and the play still won’t go away.

That should not be that way. Just take the jockey wheels and cage off and you should see a 5 mm hex bolt that will tighten it up behind the upper jockey wheel position. If you loosen it all the way be prepared to be attacked by springs.
