Im attaching a wheel to my frame and even though the inside axel nuts are sitting flush to the frame on both sides and the wheel is fully stock, it looks like the wheel is about half and inch off the track it should be? Is this an issue with the frame?

Looks like it might be bent? What kind of frame is it?
How does it fit if you flip the wheel around to the other side? If it’s the same, it’s *probably* a frame issue. If it’s offset to the other side, it’s *probably* a wheel issue.
Pull the wheel toward the seat tube, hold it aligned, tighten the axle bolts, ride.
True your wheels
You could do the string test.
Take a string from the dropout to the head tube and back to the other dropout.
Then measure the gap from the string to the seat tube. It should be the same
Obviously you need to be clear of any cables.
Check at the chainstays also, not only the seatstays. Move one side of your wheel to see what it does.
Looks like the wheel is simply too far right.
The frame has space for a cassette, and you want to reduce it to one gear.
Take those spacers from the left side and move them to the right.
