I recently did a hydraulic conversion and two things I couldn’t do were route the hose out the hole in the frame. I couldn’t get it past my pedals.
Do I need to remove it entirely to get the hose going down the right tube?

Is the frame meant for internal routing? If yes, then yes, it’s usually easier to do it with the bottom bracket or at least cranks removed.
You should use something more secure than tape to hold your hydraulic hose in place, if the frame doesn’t have guides. If the tape wears or stretches and then tears, your hydraulic hose could rub on or get sucked into the wheel, causing gradual or catastrophic failure.
The real answer is likely too late to do.
You should have used a “thingamajig” (I swear that is there name for the little red guy that threads into 2 hoses, but you can also use the threads of a spoke that have been nipped off) to attach the hydraulic cable to the old housing and then pulled the hydraulic hose through the frame, while removing the old housing.
Now you will need to do as you are talking about and pull the bb to route your line, you will likely need a pick or something to fish it out of the port near the head tube. There is a slight chance that there are guiding tubes inside your frame, but only slight.
