This Is my first full face helmet so im not sure how they are supposed to fit. I am thinking this is too large based on the amount of movement but it is comfortable and doesn’t fall down far enough to obscure vision. I haven’t tried it with goggles yet. It’s a fox proframe large and my head is 22.75″ so right on the cut off. What do you all think?

A brand new full face should be snug almost to the point of uncomfortableness, but never painful. It will rapidly break in after wearing a few times, and then will be snug, comfortable, and safe.
That is way, way, too big for you – I would say at least two sizes too big. Stack with that on, it is going to move – a lot – and could actually worsen any injury.

What GetSpammed said below. If its too big now, once the padding gets face and hair oils on it the padding will pack out. Washing it regularly by hand helps but the helmet needs to be super snug from the get go. The cheek pads should prevent total “rising” of the helmet off your face as well. And not every helmet fits every head apples to apples so you might try another brand too. I prefer Troy Lee and the D4 for my head shape.
Just a side note, when it fits right the helmet won’t “slip” on your head, causing it to dip down into your face. Goggles will fit nice and snug against the insides of the helmet and everything will be super snug. Another note, you can often order one size helmet but customize the inner liner and cheek pads to create a more custom fit. For instance, you can get a smaller helmet size and less thick pads and then customize it for your face and head shape. TLD allows this to happen but you have to order the other sized liner/pads extra.
My Proframe came with different sized pads to dial in the fit. If I remember correctly, it came installed with the thinnest pads. Swap them out for the thicker ones and see how it is.
Spend some more, get the RS with a Boa. Once you get one the right size, having the Boa is great to dial it in perfectly.
wear a stretchy sweat band on your hand to make it fit more snug.
