Underneath what I think is called the end cap (silver circular pretruding bit in photo, is the larger black circle, tightened by a small screw and also is threaded onto the axle itself.
How tight should this black cap be, both screwed on and how tight should the screw to hold it be.
I presume this is a dust cap for the hub bearings but has it any other purpose?

It should be just tight enough so no play is in the axle. Just mount the wheel and it should have no side to side motion if it is set correctly.
Have you read the manufacturer’s instructions for this hub?
The one thing I know is that the tiny screw is only to keep it from rotating and should be tightened to about 2 Nm (which is not much).
The black cap pre-loads the wheel bearings, and protects them from debris intrusion. Loosen the tiny screw to allow the black cap to screw down. Tighten it until there is no place left in your hub, but not so much that you can feel the bearings grinding. You can do this with your fingers. Then snug down the tiny screw to stop the black cap from unscrewing itself.
There should be a plastic cap that snaps over the exposed spoke ends, but it is not critical.
