I have a Shimano GRX RX-810 RD. According to its manual, I cut the chain with extra 4 links using the big-big method with the derailleur bypassed. However, after putting the chain on small-small through the derailleur and attempting to connect it with a quick link, I noticed it’s way too short.
What did I do wrong?

It’s not too short. You just haven’t taken any tension in the derailleur. Pull the side that’s going through the derailleur towards the chainring while holding the other end steady and watch as the derailleur magically expands 😉 this is how it keeps the chain in tension.

Not sure I see the issue, the chain shouldn’t be slack even in small-small. Did you try connecting with the quick link yet? You’ll have to pull the ends of the chain together against the tension from the rear derailleur.

You guys are right. I just retrieved the old chain from the trash can and compared it… surprisingly, they’re the same length! I should have pulled it harder. I didn’t know I had to maintain tension in the derailleur, even in the small-small position. Thank you all.

those interactions suck! put your chain on small from and small rear. Size the chain to allow the rear der chain to fold down away from the cassette making a perfect S where the chain is not touching and the cage folds down just past horizontal.

Not sure I see the issue, the chain shouldn’t be slack even in small-small. Did you try connecting with the quick link yet? You’ll have to pull the ends of the chain together against the tension from the rear derailleur.
