I came out this morning to ride and saw this after not riding for a few weeks and was curious what may have caused it and if the tire needs to be replaced. It is holding air pressure without any issues.

The tube has become partially delaminated from the valve stem and it will fail eventually. Replace it as soon as possible. It’s a manufacturing defect.

That’s a new one! Replace ASAP.
Note added: I decided to roll the dice. After a 3 mile ride it blew while I was walking it to lock up.
